Subject: 10703/Code/2-513/HumanRightsCommission Date: Fri, 18 Aug 1989 14:54:00 -0500 ORDINANCE NO. 10703 AN ORDINANCE TO AMEND CHATTANOOGA CITY CODE, PART II, ARTICLE XII, SECTION 2-513, RELATIVE TO THE CHATTANOOGA HUMAN RIGHTS AND HUMAN RELATIONS COMMISSION. _________________________ BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHATTANOOGA, TENNESSEE, as follows: SECTION 1. That Chattanooga City Code, Part II, Section 2-513 be and the same is hereby amended by deleting said Section in its entirety and substituting in lieu thereof the following: Sec. 2-513. Establishment of commission. (a) There is hereby created the City of Chattanooga Human Rights and Human Relations Commission, hereafter referred to as "the commission," to be composed of nineteen (19) members appointed by the mayor with the advice and consent of the city council. Nine (9) members of the Commission shall be appointed by each City Council person. There shall be ten (10) at-large commissioners appointed by the Mayor, subject to confirmation by the city council. Employees of the city shall not be eligible for appointment to the commission on human rights and human relations. (b) Nominations for appointment to the commission shall be solicited from broadly representative community groups, including but not limited to business and labor organizations, the clergy, and associations such as the NAACP and the Urban League whose purpose is to eliminate discrimination and promote goodwill. The terms of members shall be three (3) years except that of the initially appointed members, six (6) shall serve for one (1) year, six (6) for two (2) years and six (6) for three (3) years as designated at the time of appointment. The term of the nineteenth member shall likewise be three (3) years. Whenever a vacancy occurs, the vacancy shall be filled for the unexpired term in the same manner as the original appointment; provided, however, that no person appointed to serve on the Commission shall serve more than two (2) consecutive complete terms. 0C (c) The commission shall select annually its chairperson, vice-chairperson and secretary from among its members as officers; each officer shall have the right to vote on all matters and shall hold office until the expiration of the term for which elected and thereafter until his successor has been elected. The commission shall meet at least monthly with such additional meetings as the chairperson deems desirable. Special meetings shall be called by the chairperson upon written request of any six (6) members. A simple majority of the commission membership shall constitute a quorum. All members of the commission shall serve without compensation. However, members may when attending out-of-town meetings by direction of the commission receive actual expenses incurred. (d) The mayor may employ such persons authorized by the city council to assist the commission to perform its functions. SECTION 2. That Chattanooga City Code, Part II, Section 2-516 be and the same is hereby deleted in its entirety. SECTION 3. That this Ordinance shall take effect two (2) weeks from and after its passage as required by law.
